Overview
SCOPE FROM THE PKN CATALOGUE CARD, QUOTED VERBATIM (our translation): "This document applies to hand-fired residential cookers whose primary function is cooking and whose secondary function is to supply heat to the room in which they are installed. In addition, if they are equipped with a boiler, they also provide domestic hot water and/or central heating. […] This document does not apply to appliances with a fan assisting the air to or to mechanically fed appliances. This document specifies the procedures for the assessment and verification of constancy of performance (AVCP) of the characteristics of cookers burning solid fuels."
THE HIERARCHY OF FUNCTIONS DECIDES THE CHOICE OF PRODUCT PART. This is the only product part of the series in which room heating is a SECONDARY function. An appliance whose primary function is cooking goes to product part 2-3, even if in its design it resembles a roomheater. Conversely: a heater with a plate on which something can be warmed up remains a heater and belongs to product part 2-1. Classification is made according to the declared purpose of the appliance, not according to its appearance.
SIX PERMITTED FUELS — THE SAME LIST AS IN PRODUCT PART 2-1. The card lists: wood logs, untreated compressed wood, wood pellets, brown coal briquettes, mineral solid fuels, peat briquettes — all in accordance with the instructions of the appliance manufacturer.
AN EXCLUSION IDENTICAL TO THAT IN PRODUCT PART 2-1. The product part does not apply to appliances with a fan assisting the supply of combustion air or to mechanically fed appliances. A cooker with mechanical pellet feeding therefore belongs to product part 2-6, which covers roomheaters, inset appliances AND COOKERS with mechanical feeding of wood pellets.
A SENTENCE ON AVCP THAT IS NOT IN THE OTHER SCOPES. The scope of product part 2-3 says explicitly that the document specifies procedures for the assessment and verification of constancy of performance (AVCP) of the characteristics of cookers. This is a reference to the Construction Products Regulation: the manufacturer declares the performance, and a notified laboratory assesses it as a third party in system 3. For a laboratory this means that the product part describes not only the test but also its role in the conformity assessment.
TWO ICS CODES — A TRACE OF TWO FUNCTIONS. The card gives ICS 97.040.20 (cooking appliances) next to 97.100.30 (solid-fuel heating appliances). The other product parts of the series have only the latter. The catalogue classification thus reflects the same duality that the scope describes.
IT REPLACES ONE STANDARD AND FIVE OF ITS AMENDMENTS. The "Replaces" field lists PN-EN 12815:2004 (Polish version) together with A1:2005 (English version), A1:2006, AC:2007, AC:2014-09 and Ap1:2004 (Polish versions). A citation of the old standard with any amendment is today outdated in its entirety.
THE PRODUCT PART DOES NOT WORK ON ITS OWN. It is ALWAYS applied together with the general part PN-EN 16510-1, which contains the test methods common to the whole series. Citing product part 2-3 alone in an accreditation scope is not enough to describe the test; citing part 1 alone, in turn, does not indicate the type of appliance. The notified laboratory (Institute of Power Engineering — PIB) describes its accreditation scope precisely through the PN-EN 16510 series, specifying the product parts for the types of appliance, including solid-fuel cookers.
WHAT WE DO NOT GIVE. We did not have the text of the product part — PKN sells it (43 pages, English version). WE DO NOT GIVE: the emission and efficiency limit values, the conditions for testing the cooker during cooking, the method of referring concentrations to the oxygen content of the flue gas, the method of determining the output delivered to the room or the rules for calculating the results.
Method principle
The cooker is installed on a test rig and hand-fired with fuel from the list permitted in the product part, while thermal quantities and the composition of the flue gas are measured according to the general part of the series. Product part 2-3 adds to this the requirements related to the primary function of the appliance — cooking — and to its secondary function, that is, room heating, and for appliances with a boiler also to the preparation of domestic hot water and the supply of central heating. A separate part of the product part are the procedures for the assessment and verification of constancy of performance.
Applications
- Initial type testing (ITT) of residential cookers fired with solid fuel
- Tests of cookers equipped with a boiler supplying a domestic hot water or central heating installation
- Assessment and verification of constancy of performance (AVCP) in system 3
- Tests for the declaration of performance of a construction product
- Updating of citations in the accreditation scope after the withdrawal of PN-EN 12815:2004 with amendments

The status of the standard is the only field of the entry that can change without our participation, which is why the date of READING the card stands here |
| Edition and replacement | PN-EN 16510-2-3:2023-06, published on 01-06-2023; replaces PN-EN 12815:2004 together with five amendments (Ap1:2004, A1:2005, A1:2006, AC:2007, AC:2014-09) |
| Joint application | Always together with the general part PN-EN 16510-1 — the product part does not contain the test methods common to the series |

Standard
- Standard number
- PN-EN 16510-2-3:2023-06 (wersja angielska; wprowadza EN 16510-2-3:2022 [IDT])
- Title (PL)

- Title (EN)
- Residential solid fuel burning appliances — Part 2-3: Cookers
Step-by-step procedure
-
Establishing the hierarchy of functions of the appliance
Check the declared purpose: if the primary function is cooking and room heating is a secondary function — the appliance belongs to product part 2-3. If the reverse — to product part 2-1 or 2-2.
-
Checking the method of feeding fuel and air
Firing must be manual. An appliance with a fan assisting the combustion air or a mechanically fed one is excluded — a cooker with mechanical pellet feeding goes to product part 2-6.
-
Checking the fuel
The fuel must be one of the six listed in the scope and conform to the instructions of the appliance manufacturer.
-
Installation of the cooker on the rig
Installation according to the manufacturer's instructions and the requirements of the general part of the series. WE DO NOT GIVE THE DETAILS OF THE INSTALLATION AND THE DRAUGHT — they are in the text of the standard.
-
Test under nominal conditions
Manual firing with simultaneous measurement of thermal quantities and of the composition of the flue gas; for appliances with a boiler also measurement of the output transferred to the water. WE DO NOT GIVE THE CONDITIONS AND DURATIONS.
-
Measurement of emissions
CO, NOx, OGC and dust; the results are referred to the oxygen content of the flue gas adopted in the standard. The method of referring is given by the standard.
-
Compilation of results and the AVCP part
In the report cite product part PN-EN 16510-2-3 TOGETHER WITH the general part PN-EN 16510-1 and state whether the test was carried out within the assessment and verification of constancy of performance. If the documentation cites PN-EN 12815:2004 with any amendment, the citation is outdated in its entirety.

Health and safety (OHS)
- The hotplate and the oven door reach high temperatures — protective clothing and gloves
- Carbon monoxide is odourless and deadly toxic — a CO detector and effective ventilation of the test room are required
- Flue gas from solid fuels contains polycyclic aromatic hydrocarbons — sampling through a closed system
- For appliances with a boiler — hot water under pressure; before the test check the tightness and the safety valves of the rig
- Ash and unburnt fuel are removed after cooling down, into non-combustible containers
