Overview
SCOPE FROM THE PKN CATALOGUE CARD, QUOTED VERBATIM: "Niniejsza norma EMC dla grupy wyrobów dotyczy wymagań w zakresie odporności i ma zastosowanie do elementów składowych następujących systemów alarmowych użytkowanych w budynkach i wokół nich, w środowisku mieszkaniowym, handlowym, lekko uprzemysłowionym i przemysłowym: -systemy kontroli dostępu do zastosowań ochronnych; -systemy transmisji alarmu; -systemy CCTV do zastosowań ochronnych; -systemów sygnalizacji pożarowej; -systemy sygnalizacji napadu; -systemy sygnalizacji włamania; -systemy alarmowe osobiste; Wymagane badania oraz ostrość prób są takie same dla urządzeń zarówno zamontowanych na stałe, jak i ruchomych oraz przenośnych, stosowanych wewnątrz pomieszczeń i na zewnątrz." [This product family EMC standard concerns immunity requirements and applies to the components of the following alarm systems used in and around buildings, in residential, commercial, light-industrial and industrial environments: access control systems for security applications; alarm transmission systems; CCTV systems for security applications; fire detection and fire alarm systems; hold-up alarm systems; intruder alarm systems; social alarm systems. The required tests and test severities are the same for fixed, movable and portable equipment used indoors and outdoors.]
THIS IS AN IMMUNITY STANDARD, NOT AN EMISSION STANDARD — AND THAT REVERSES THE MEANING OF THE WORD "LEVEL". In emission standards (for example PN-EN 55011) the value given is a PERMISSIBLE level that the equipment must not exceed. Here it is the other way round: the value given is a TEST level that the equipment must WITHSTAND. The same sentence "the level is 10 V/m" therefore means opposite things in the two standards, and a reader with an accreditation scope in hand can easily read one for the other.
PASSING CONSISTS OF THREE REQUIREMENTS, NOT ONE. Testing laboratories describe the compliance criterion for this standard as three conditions that must be met together: (1) the equipment DOES NOT GENERATE a false alarm caused by the test stimulus alone; (2) the equipment RETAINS its alarm function DURING the test — an alarm input activated beforehand must be detected for the whole duration of the test; (3) the equipment RETURNS automatically to normal operation AFTER the test, without operator intervention. Two of these requirements concern DIFFERENT MOMENTS: the second speaks of the behaviour during the test, the third of the state after it. That is why the sentence "the equipment withstands level X" is incomplete for this standard — "withstands" merges three different things into one, and the report must decide each of them separately. THE SAME APPLIES TO FAILING. The statement "the equipment does not meet the requirements" does not say WHICH of the three — and the consequences differ. Equipment that did not generate a false alarm, lost detection during the test and returned to operation after it is in a different situation from equipment that raises alarms by itself: the first fails at the moment of the disturbance, the second fails all the time. Failure is therefore decided separately for each of the three requirements, just like passing.
TYPES OF TESTS AND THEIR LEVELS — FROM A SECONDARY SOURCE, NOT FROM THE STANDARD. Descriptions of the services of EMC laboratories give the following for this standard: electrostatic discharges of ±6 kV for contact discharge and ±8 kV for air discharge (method according to PN-EN 61000-4-2); a radio-frequency electromagnetic field of 10 V/m in the band from 80 MHz to 1 GHz, and in the 2011 edition additionally in the band from 1.4 GHz to 2 GHz (PN-EN 61000-4-3); electrical fast transients/bursts of ±2 kV on AC and DC power ports and ±1 kV on signal ports (PN-EN 61000-4-4); surges of ±2 kV line-to-earth and ±1 kV line-to-line (PN-EN 61000-4-5); conducted radio-frequency disturbances of 10 V r.m.s. in the band from 150 kHz to 80 MHz (PN-EN 61000-4-6); a power-frequency magnetic field of 30 A/m under continuous conditions (PN-EN 61000-4-8). Voltage dips and interruptions of the supply are listed in this summary as a type of test, but WITHOUT values and durations — we have not established these.
THE STANDARD STATES WHAT IT DOES NOT COVER, AND THAT IS PART OF ITS CONTENT. [The levels do not cover extreme cases that may occur in some locations, but with an extremely low probability, or in locations close to powerful transmitters (e.g. radar transmitters).] [The immunity tests given in this standard concern only the most critical disturbance phenomena. For equipment using radio signalling, mains signalling or connected to the public telephone network, additional requirements from other standards may be specified.] A laboratory that tests an alarm control panel with a radio path or a telephone connection therefore does not close the matter by citing this standard alone.
REFERENCE TO THE ELECTROMAGNETIC ENVIRONMENT. The scope recommends that the equipment be capable of operating within the range of conditions established by the electromagnetic compatibility levels for varying disturbances in the public low-voltage power supply network, as specified in EN 61000-2-2. This reference to another standard is important here: the conditions under which the equipment is to operate are defined outside this document.
STATUS OF THE DOCUMENT ON 22-09-2026. The catalogue card of PN-EN 50130-4:2012 has neither the "Wycofana" [Withdrawn] header nor a "Data wycofania" [withdrawal date] row — the edition is current. The standard implements EN 50130-4:2011 [IDT] and replaces PN-EN 50130-4:2002 together with amendment A2:2007 (both Polish-language versions); the collection also contains amendment A1:2015-03 in the English-language version. The designation does NOT have the IEC element — checked separately on the card, because TWO other standards described in this database received such an element in their newer edition (PN-EN IEC 60068-2-78:2026-09 and PN-EN IEC 55011:2026-06).
WHAT WE DO NOT GIVE AND HOW WE KNOW IT. We did not have the text of the standard — PKN makes it available for a fee (27 pages, ICS 13.320, Technical Body KT 52). All test levels given above come from descriptions of the services of testing laboratories, not from the text of the standard, and are what the laboratory declares as the scope of the test offered. WE DO NOT GIVE: the values and durations of voltage dips and interruptions, the number and distribution of discharge points, the duration of individual tests, permissible deviations or the method of documenting the result. All of this is the content of the standard and must be taken from its text.
Method principle
Equipment forming part of an alarm system is subjected to successive immunity tests, each of which reproduces a different disturbance phenomenon: electrostatic discharge, a radio-frequency electromagnetic field, electrical fast transients/bursts, surges, conducted disturbances and a power-frequency magnetic field. The methods of the individual tests are described by the basic standards of the PN-EN 61000-4 series, and this standard determines WHICH tests to carry out, at what severity and how to assess the result. The assessment has three parts: the equipment must not generate a false alarm, must retain its alarm function during the test and must return automatically to normal operation after it.

Standard
- Standard number
- PN-EN 50130-4:2012 (wersja polska; wprowadza EN 50130-4:2011 [IDT])
- Title (PL)
- Systemy alarmowe — Część 4: Kompatybilność elektromagnetyczna — Norma dla grupy wyrobów: Wymagania dotyczące odporności urządzeń systemów sygnalizacji pożarowej, sygnalizacji włamania, sygnalizacji napadu, CCTV, kontroli dostępu i osobistych
- Title (EN)
- Alarm systems — Part 4: Electromagnetic compatibility — Product family standard: Immunity requirements for components of fire, intruder, hold up, CCTV, access control and social alarm systems
Step-by-step procedure
-
Establishing whether the product belongs to the group covered by the standard
The standard covers the components of the following systems: access control for security applications, alarm transmission, CCTV for security applications, fire alarm, hold-up alarm, intruder alarm and social alarm.
-
Checking whether additional requirements are needed
For equipment with radio signalling, mains signalling or connected to the public telephone network, the standard allows additional requirements from other documents. Citing this standard alone does not then close the scope of the test.
-
Preparing the activation and monitoring set-up
Before the first test, it must be possible to activate the alarm input and to observe the response of the equipment continuously. Without this, criterion (2), which concerns retaining the function DURING the test, cannot be decided.
-
Carrying out the immunity tests according to the basic standards
Each test is carried out by the method of the relevant standard of the PN-EN 61000-4 series, at the severity established for this product group. WE DO NOT GIVE THE DETAILED CONDITIONS, NUMBER OF DISCHARGES AND DURATIONS — they are in the text of the standard.
-
Observing false alarms
Under each test condition, it is checked whether the equipment has generated an alarm caused by the test stimulus alone — this is criterion (1). NOTE TO STEPS 5–7: we reconstruct the three pass criteria from descriptions of the services of testing laboratories, not from the text of the standard, which we did not have — we cannot state whether the standard formulates them exactly like this.
-
Checking the alarm function during the test
The activated alarm input must be detected for the whole duration of the test — this is criterion (2).
-
Checking the return after the test
After the end of the test, the equipment must return automatically to normal operation, without operator intervention — this is criterion (3). The state "works after being reset by the operator" does not meet this requirement.
-
Compiling the result with the three criteria distinguished
In the report, each of the three criteria is decided separately and recorded separately. The statement "the equipment withstood the test" without this distinction does not say which requirement was checked.

Health and safety (OHS)
- The ESD simulator produces voltages of the order of several kilovolts — operation only by trained persons, maintaining insulation clearances
- The surge generator and the electrical fast transient/burst generator apply dangerous voltages to power ports — the product under test is treated as live equipment
- High-strength electromagnetic field in the anechoic chamber — entry into the chamber only with the amplifier switched off; a door interlock is mandatory
- Testing alarm equipment may trigger a real alarm — before the test, disconnect the notification path so as not to send a report to the monitoring station
- Power-frequency magnetic field coil — limit the time personnel spend near it
