Overview
STATUS OF THE DOCUMENT: STANDARD WITHDRAWN. The PKN catalogue card has the heading "Withdrawn and replaced by PN-EN 16510-1:2018-08 - English version" and the line "Withdrawal date: 28-08-2018". Both records agree. The "Replaced by" field indicates PN-EN 16510-1:2018-08 (English version). The entry was created because, despite the withdrawal, the number PN-EN 13240 still appears in accreditation scopes and in product documentation — and one needs to know what to replace it with.
SCOPE FROM THE PKN CATALOGUE CARD, QUOTED VERBATIM (our translation): "Definitions, requirements, marking instructions and testing are given for roomheaters burning solid fuels, whose primary function is to supply heat by radiation, convection or both, and whose additional function is to produce hot water for central heating appliances. Definitions of 67 terms are given. The texts of the amendment to the standard and of the corrigenda have been incorporated".
WHAT REPLACED IT — TWO STEPS, NOT ONE. First, on 28-08-2018, the common requirements were taken over by the general part PN-EN 16510-1:2018-08. THIS LINK IS ITSELF ALREADY WITHDRAWN: the card of PN-EN 16510-1:2018-08 has the heading "Withdrawn and replaced by PN-EN 16510-1:2023-06" (read on 22.09.2026). The chain therefore has TWO links, and the card of the withdrawn standard shows only the first — anyone who stops there will cite a document that is not in force either. Then, on 01-06-2023, the product part PN-EN 16510-2-1:2023-06 "Roomheaters" was published, whose "Replaces" field indicates PN-EN 13240:2008 directly. The same standard thus appears in the "Replaces" field of TWO different documents, issued five years apart. This is not a catalogue error — this is what the transition from the "one standard per product" arrangement to the "general part + product part" arrangement looks like: first the common requirements were taken over by part 1, and five years later the specific requirements were taken over by the product part of part 2.
WHAT THIS MEANT IN PRACTICE BETWEEN 2018 AND 2023. For almost five years there was no complete pair of documents for roomheaters: the general part was already in force, but the product part did not yet exist. Laboratories therefore tested according to PN-EN 16510-1 with its limitations, and product documentation from that period contains citations of both arrangements at once. This explains why accreditation scopes from those years look so different.
THE COEXISTENCE PERIOD IN THE ASSESSMENT OF CONSTRUCTION PRODUCTS — DIFFERENT DATES FROM THE WITHDRAWAL OF THE STANDARD. Commission Implementing Decision (EU) 2023/2461 of 7 November 2023 adopted the harmonised standards EN 16510-2-1:2022, 2-2:2022, 2-3:2022, 2-4:2022 and 2-6:2022. As described by an employee of an accredited notified laboratory, from 9 November 2023 to 9 November 2024 there was a coexistence period of the new and old standards, in which manufacturers could test products both according to EN 16510-2-1:2022 and according to EN 13240:2001. After 9 November 2025 every product placed on the market must have a declaration of performance updated according to the new requirements. These dates must be distinguished from the date of withdrawal of PN-EN 13240:2008 from the collection of Polish Standards (28-08-2018) — these are two different things: the status of the standard in the PN collection and its applicability to the assessment of a construction product.
HOW THE CLASSIFICATION OF APPLIANCES DIFFERED. The same source states that in the standards EN 13240 and EN 13229 the division was based on nine categories — for example, the symbol 1c meant an appliance with closed fire doors (1), an insert built into a recess or enclosed (c). In product parts 2-1 and 2-2 of the 16510 series there are six types: B, BE and BF for appliances with an open combustion chamber and CA, CC and CM for appliances with a closed one. When rewriting old documentation the category symbol therefore cannot be transferred directly — the type must be assigned anew.
WHAT PN-EN 13240:2008 ITSELF REPLACED. The card states that it replaced PN-EN 13240:2002 together with the amendments and corrigenda AC:2004, Ap1:2004 and A2:2006 (Polish versions). It adopted EN 13240:2001 together with amendment A2:2004 and corrigenda AC:2006 and AC:2007.
WHAT WE DO NOT GIVE. We did not have the text of the standard — PKN sells it (74 pages, ICS 97.100.30). WE DO NOT GIVE: the requirements, limit values, test conditions or measurement methods from the text of this standard. For tests carried out today the appropriate document is PN-EN 16510-1 together with the product part PN-EN 16510-2-1.
Method principle
The standard described the testing of a solid-fuel roomheater whose primary function was to supply heat by radiation, convection or both, and whose additional function was to produce hot water for central heating appliances. It covered definitions of 67 terms, requirements, marking instructions and testing. Its content was taken over in two stages: the common requirements by the general part PN-EN 16510-1, and the requirements specific to roomheaters by the product part PN-EN 16510-2-1. We do not give the content of the tests themselves — we did not have the text of the standard.
Applications
- Recognising an outdated citation in a laboratory's accreditation scope
- Establishing the appropriate successor when updating product documentation
- Reading documentation and test reports from before 28-08-2018
- Distinguishing the date of withdrawal of the standard from the PN collection from the coexistence period in the assessment of construction products
- Assigning the appliance to a type according to the new classification in place of the old category

Step-by-step procedure
-
Recognising the citation
Find in the accreditation scope, in product documentation or in a report the number PN-EN 13240 in any edition (2002 or 2008) or with any amendment.
-
Checking the date of the document in which the citation stands
A report from before 28-08-2018 cites the standard according to the state at that time and remains correct. A document issued today with this citation is outdated.
-
Establishing the appropriate successor
For roomheaters: the general part PN-EN 16510-1:2023-06 TOGETHER WITH the product part PN-EN 16510-2-1:2023-06. Citing part 1 alone does not indicate the type of appliance.
-
Checking whether the appliance does not belong to another product part
An inset appliance whose surround is integrated with the building goes to product part 2-2; a cooker — to 2-3; an appliance with mechanical pellet feeding — to 2-6.
-
Assigning the type in place of the former category
The former category symbol (e.g. 1c) does not translate directly into the new classification. The type is assigned anew according to the product part: B, BE, BF with an open combustion chamber or CA, CC, CM with a closed one.
-
Distinguishing the dates
The date of withdrawal of the standard from the PN collection (28-08-2018) is not the same as the coexistence period in the assessment of construction products (09-11-2023 to 09-11-2024) nor as the date from which only the new requirements apply (09-11-2025).
