Overview

STATUS OF THE DOCUMENT: STANDARD WITHDRAWN. The PKN catalogue card has the heading "Withdrawn and replaced by PN-EN 16510-1:2018-08 - English version" and the line "Withdrawal date: 28-08-2018". Both records agree. The entry was created because the number PN-EN 13229 still appears in accreditation scopes and in product documentation, even though it has not been a document in force for more than eight years.

SCOPE FROM THE PKN CATALOGUE CARD, QUOTED VERBATIM (our translation): "Definitions, requirements and tests, instructions, marking of fireplace inserts and open fireplaces for solid fuels are given, whose primary use is heating by convection and radiation and which may additionally produce hot water for central heating. Definitions of 77 terms are given".

THE "REPLACED BY" FIELD SHOWS THE WHOLE TRANSITION PATH. The card lists four items: PN-EN 16510-1:2018-08 (English version), PN-EN 16510-2-2:2023-06 (English version), PN-EN 16510-1:2023-06 (English version) and PN-EN 16510-1:2023-06 (Polish version). From one card it is thus possible to read both steps of the transition: first under the general part in 2018, then under the product part and the new edition of the general part in 2023. It is the richest "Replaced by" field among the three old product standards described in this database (PN-EN 13240, PN-EN 13229 and PN-EN 14785).

SEVEN DOCUMENTS REPLACED BY ONE PRODUCT PART. The "Replaces" field of the card of product part PN-EN 16510-2-2:2023-06 lists PN-EN 13229:2002 in the Polish version and six of its amendments: A1:2005, A2:2006, AC:2007 and AC:2014-09 in the Polish versions and A2:2005 in the German and English versions. For a laboratory this means that a citation of the old standard with any amendment is outdated in its entirety — updating the amendment alone is not enough.

SEVENTY-SEVEN TERMS — A TRACE OF THE COMPLEXITY OF THE SUBJECT. The standard defined 77 terms, ten more than PN-EN 13240 for roomheaters. This is because it covered two different cases at once: a fireplace insert with a closable combustion chamber and an open fireplace operating without fire doors. The same division was taken over by product part PN-EN 16510-2-2, whose title reads "Inset appliances including open fires".

HOW THE CLASSIFICATION OF APPLIANCES DIFFERED. As described by an employee of an accredited notified laboratory, in the standards EN 13240 and EN 13229 the division was based on nine categories — the symbol 1c meant, for example, an appliance with closed fire doors (1), an insert built into a recess or enclosed (c). In product parts 2-1 and 2-2 of the 16510 series there are six types: B, BE and BF with an open combustion chamber and CA, CC and CM with a closed one. The old symbol cannot be translated directly into the new one.

THE COEXISTENCE PERIOD IN THE ASSESSMENT OF CONSTRUCTION PRODUCTS. Commission Implementing Decision (EU) 2023/2461 of 7 November 2023 adopted the harmonised standards of the 16510 series. From 9 November 2023 to 9 November 2024 there was a coexistence period of the new and old standards concerning fireplace inserts, roomheaters and slow heat release appliances, and after 9 November 2025 every product placed on the market must have a declaration of performance updated according to the new requirements. These dates are different from the date of withdrawal of PN-EN 13229:2002 from the collection of Polish Standards (28-08-2018) and concern a different thing: the applicability of the standard to the assessment of a construction product, not its status in the PN collection.

WHAT WE DO NOT GIVE. We did not have the text of the standard — PKN sells it (67 pages, ICS 97.100.30). WE DO NOT GIVE: the requirements, limit values, test conditions or measurement methods from the text of this standard. For tests carried out today the appropriate document is PN-EN 16510-1 together with the product part PN-EN 16510-2-2.

Method principle

The standard described the testing of fireplace inserts and open fireplaces for solid fuels whose primary use was heating by convection and radiation, and which could additionally produce hot water for central heating. It covered definitions of 77 terms, requirements, tests, instructions and marking. Its content passed into the 16510 series in two steps: the common requirements into the general part PN-EN 16510-1 in 2018, the specific requirements into product part PN-EN 16510-2-2 in 2023. We do not give the content of the tests themselves — we did not have the text of the standard.

Step-by-step procedure

  1. Recognising the citation

Find in the accreditation scope, in product documentation or in a report the number PN-EN 13229 in any edition or with any amendment (A1:2005, A2:2005, A2:2006, AC:2007, AC:2014-09).

  2. Checking the date of the document in which the citation stands

A report from before 28-08-2018 cites the standard according to the state at that time and remains correct. A document issued today with this citation is outdated.

  3. Checking the completeness of the update

The withdrawal covered the standard TOGETHER WITH six amendments. Updating the number alone without the amendments, or vice versa, leaves an outdated citation in the documentation.

  4. Establishing the appropriate successor

For inset appliances and open fires: the general part PN-EN 16510-1:2023-06 TOGETHER WITH the product part PN-EN 16510-2-2:2023-06.

  5. Checking whether the appliance does not belong to another product part

A freestanding or built-in heater without an installation integrated with the building goes to product part 2-1; a cooker — to 2-3; an appliance with mechanical pellet feeding — to 2-6.

  6. Assigning the type in place of the former category

The former category symbol (e.g. 1c) does not translate directly. The type is assigned anew: B, BE, BF with an open combustion chamber or CA, CC, CM with a closed one.
