🌿 Requirements for measurement procedures for chemical agents at workplaces — PN-EN 482
In short
The standard describes no determination at all — it sets requirements for EVERY procedure measuring the concentration of a chemical agent in workplace air: the working range, expanded uncertainty and the way of demonstrating that the procedure meets them. The test is performed according to PN-EN 482:2021-08 (wersja angielska; wprowadza EN 482:2021 [IDT] oraz ISO 20581:2016 [MOD]); Subject of the requirements: The WHOLE measurement procedure — sampling, storage, analysis — not the instrumental determination alone. The procedure comprises 5 steps; it is used for: Selecting a method for measuring a chemical agent for occupational exposure assessment — verifying that the procedure is fit for comparison with an occupational exposure limit, Validation of a laboratory's own procedures for workplace air measurements, Accreditation to ISO/IEC 17025 in occupational hygiene — the reference document when assessing method performance.

Overview
WHAT THIS STANDARD IS AND WHAT IT IS NOT. It contains not a single working instruction: no reagent, no wavelength, no sampling time. The standard defines the PERFORMANCE PARAMETERS a measurement procedure must achieve for its result to be comparable with a limit value. The scope from the PKN catalogue card reads: "This document specifies basic performance requirements for procedures for determining concentrations of chemical agents in workplace air in accordance with the requirements of Directive 98/24/EC on chemical agents. These requirements apply to all stages of measurement procedures, irrespective of the physical form of the chemical agent (gas, vapour, airborne particles), to measurement procedures with separate sampling and analytical methods, and to direct-reading instruments. This document specifies requirements that are met by measurement procedures during testing under specified laboratory conditions, because of the wide range of environmental conditions encountered in practice."
TWO SENTENCES FROM THAT SCOPE THAT CHANGE HOW THE STANDARD IS READ. First: the requirements apply to ALL STAGES of the procedure, not to the analysis alone — and therefore also to sampling, transport and storage. A laboratory that has validated only the instrumental determination has not yet demonstrated conformity with this standard. Second, the closing sentence: conformity is demonstrated under specified LABORATORY conditions, not under every condition prevailing at the workplace — and the standard states plainly why: the range of field conditions is too wide.
THE MOST COMMON CONFUSION: 482 VERSUS 689. These two standards are sometimes used interchangeably, and that is an error. PN-EN 482 sets requirements for the MEASUREMENT PROCEDURE — it says what the method must be like. PN-EN 689 describes the STRATEGY of exposure assessment — whom to measure, when and how many times, and how to compare the result with the limit value. The sentence "the method complies with PN-EN 689" is incorrect: 689 imposes no requirements on a method. The strategy is covered by a separate entry on PN-EN 689 in this database.
THE CHAIN OF EDITIONS — SIX DOCUMENTS, THREE TITLE CHANGES, TWO POLISH VERSIONS. Catalogue cards retrieved on 15 September 2026 line up as follows: PN-EN 482:2002 (POLISH version, adopting EN 482:1994, withdrawn 13-12-2006) → PN-EN 482:2006 (English, adopting EN 482:2006, withdrawn 11-02-2009) → PN-EN 482:2009 (POLISH, adopting EN 482:2006, withdrawn 15-06-2012) → PN-EN 482:2012 (English, adopting EN 482:2012, withdrawn 14-01-2016) → PN-EN 482+A1:2016-01 (English, adopting EN 482:2012+A1:2015, withdrawn 17-08-2021) → PN-EN 482:2021-08 (English, adopting EN 482:2021 [IDT] and ISO 20581:2016 [MOD], in force). Three practical consequences follow. First: there were TWO Polish versions — from 2002 and 2009 — and both are withdrawn, the later one since 2012, so anyone wishing to read this standard in Polish is necessarily reading a withdrawn text. Second: the title changed THREE times. Editions 2002 and 2006 were titled "Workplace atmospheres — General requirements for procedures for the measurement of chemical agents"; in 2009 the second part became "General requirements for the PERFORMANCE of procedures for the measurement of chemical agents" — the word about performance was added; in 2012 the first part gave way to "Workplace exposure"; in 2021 the second part was rebuilt into "Procedures for the determination of the concentration of chemical agents — Basic performance requirements". A reference to the bare number without a year therefore does not say which of the SIX documents is meant. Third: the 2021 edition adopts, alongside the EN document, also ISO 20581:2016, and with the status [MOD] — that is, with modifications; the documents are not identical.
WHAT THIS ENTRY DOES NOT CONTAIN. We do not have the text of the standard — PKN supplies it for a fee (24 pages, TC 159, ICS 13.040.30). Therefore we DO NOT GIVE the numerical values of the requirements: neither the permissible expanded uncertainty, nor its dependence on the concentration range, nor the thresholds for direct-reading instruments. Values circulating in secondary publications are often copied from earlier editions which, as shown above, changed together with the title. A laboratory that has to demonstrate conformity of its procedure must purchase the 2021 edition.
REACH OF CITATIONS: ZERO — AND THIS IS NOT AN ABSENCE OF CITATIONS BUT A FEATURE OF THIS KIND OF STANDARD. Reading of 23.09.2026 on the working copy of the accreditation-scope database: the string "EN 482" does not occur in the reference-document field EVEN ONCE — neither with the PN prefix nor without it, neither at the beginning of the string nor in its middle. The sieve works, as checked with a positive control on the same column and the same domain: occupational hygiene methods from the PN-Z-04 series stand in 2780 entries at 253 laboratories. The explanation, then, is that in the reference-document column a laboratory enters the METHOD it performs, not the document that sets requirements for that method. PN-EN 482 is binding on a laboratory in validation and in assessing the suitability of a procedure — but it is not what is entered at an entry of the scope. The same principle explains the neighbouring figure: the exposure assessment strategy PN-EN 689 occurs in a mere 3 entries at 1 laboratory, although every one of those 253 applies it.
Method principle
The standard works on the parameters of a procedure, not on a sample. For a given chemical agent and a given limit value, one checks whether the procedure measures across the required working range with an uncertainty no greater than permitted, the uncertainty being calculated for the WHOLE procedure — from air sampling to the final result, including contributions from sampling, storage and recovery, not merely from the final instrumental measurement. Demonstration of conformity takes the form of tests under specified laboratory conditions; the standard deliberately does not require demonstration under all field conditions, justifying this by the breadth of conditions encountered in practice.
Applications
- Selecting a method for measuring a chemical agent for occupational exposure assessment — verifying that the procedure is fit for comparison with an occupational exposure limit
- Validation of a laboratory's own procedures for workplace air measurements
- Accreditation to ISO/IEC 17025 in occupational hygiene — the reference document when assessing method performance
- Reviewing another laboratory's report: whether the cited method has demonstrated conformity with the performance requirements
Key parameters
| Parameter | Value |
|---|---|
| Subject of the requirements | The WHOLE measurement procedure — sampling, storage, analysis — not the instrumental determination alone |
| Scope of application | Every physical form of the agent: gas, vapour, airborne particles; procedures with separate sampling as well as direct-reading instruments |
| Conditions for demonstrating conformity | Specified laboratory conditions — the standard expressly does not require demonstration across the full range of field conditions |
| European basis | Directive 98/24/EC on the protection of workers from risks related to chemical agents at work |
| Numerical values of the requirements | NOT GIVEN — we do not have the text of the standard; values quoted in secondary sources are often copied from earlier editions, which changed together with the title |
| Polish versions | TWO: PN-EN 482:2002 (withdrawn 13-12-2006) and PN-EN 482:2009 (withdrawn 15-06-2012); editions from 2012 onwards are available in English only |
| Length of the chain of editions | Six documents from 2002 to 2021; the title changed three times — a reference without a year is ambiguous |

Step-by-step procedure
-
Establish what is being measured
Identify the chemical agent, its physical form and the limit value against which the result is to be compared. The required working range of the procedure follows from the limit value.
-
Cover the whole procedure with the requirements
Identify every stage: sampling, transport, storage, preparation, final determination. The standard applies its requirements to all stages — validating the instrumental determination alone is not sufficient.
-
Determine the uncertainty for the whole procedure
Combine contributions from all stages, not only from the final measurement. SPECIFIC THRESHOLDS ARE NOT GIVEN — they are in the text of the standard, which we do not hold.
-
Demonstrate conformity under laboratory conditions
Conformity is demonstrated by testing under specified laboratory conditions. This is a deliberate limitation of the standard, justified in its scope by the breadth of conditions encountered in practice.
-
Keep it apart from the measurement strategy
Conformity of a procedure with PN-EN 482 says nothing about how many workers to measure and when — that is the subject of PN-EN 689. Both documents are needed and neither replaces the other.
Required equipment and apparatus

Health and safety (OHS)
- The document itself creates no hazards — hazards are introduced by the methods to which it is applied
- TECHNICAL NOTE: a reference to "PN-EN 482" without the year of edition is ambiguous — the title changed three times; always quote the full designation with the year in laboratory documentation
- TECHNICAL NOTE: demonstrating conformity under laboratory conditions does not prove that the procedure will retain those parameters under every workplace condition — the standard itself says so
